Krasniqi and Babačić sign final agreement on cross-border frequency coordination

The Chairwoman of the Audiovisual Media Authority, Ms. Armela Krasniqi, and the Acting Director of EKIP, Elvis Babačić, signed the final Technical Agreement on cross-border coordination of the 470–694 MHz UHF frequency band between Albania and Montenegro.

The signing concludes a process that began in 2022, when the two institutions reached an agreement in principle, followed by four years of technical discussions, consultations and negotiations.

The agreement establishes the technical parameters and conditions for the coordinated use of frequencies by the two countries. It aims to prevent harmful cross-border interference, ensure more efficient use of the spectrum and create the conditions for the further development of digital terrestrial television (DTT) networks.

This process forms part of the spectrum replanning in line with European developments, including Decision (EU) 2017/899 and the outcomes of the World Radiocommunication Conference 2023 (WRC-23).

Ms. Krasniqi praised the strong and sustained institutional cooperation between AMA and EKIP, expressing her gratitude to Elvis Babačić, as well as Boris Jevrić, Head of the Radiocommunications Department and Deputy Executive Director, Amir Molazecirović and Ana Vukčević, for their contributions and commitment throughout the process. She also extended special thanks to the technical teams of both institutions, whose work made the finalization of the agreement possible.

The agreement represents a concrete outcome of cooperation between Albania and Montenegro and marks a further step towards improved spectrum coordination across the region.
