Attention to all audiovisual media service providers: Please respect the Electoral Code requirements during the electoral campaign coverage for the May 11 elections

On April 11th, 2025, the electoral campaign for the May 11th elections will officially start. In this highly important one-month process, audiovisual media service providers will also be actively involved, incorporating electoral race dynamics coverage between political parties and their candidates across every corner of the country into their programming.

Audio and audiovisual broadcasts, with their role and influence, will serve as a valuable space for viewers to gain a deeper and more detailed understanding of the proposed alternatives, strategies, and programs for Albania’s development.

Through their engagement, audiovisual media service providers will help citizens, particularly those with the right to vote, to better comprehend the similarities and differences between political viewpoints and commitments regarding past developments, current realities, and future goals, thereby making the campaign more understandable and transparent for the public. This is achieved through balanced reporting and analysis, the professional and ethical organization of electoral debates, and by consistently avoiding insults, denigration among guests, and partisan behavior by moderators.

AMA will monitor the content broadcast by audiovisual media service providers related to the electoral campaign dynamics, in compliance with the requirements of the Electoral Code or other acts adopted by the CEC.

In daily communication with the CEC, AMA will report its findings on a daily, weekly, or monthly basis and they will be published periodically on the official website: https://kqz.gov.al/

Regarding the manner in which previous elections were covered by audiovisual media service providers, AMA reminds editorial offices to rigorously adhere to the Electoral Code of the Republic of Albania requirements, as mentioned in the letter sent by the CEC on 27.03.2025, protocol no. 2212.

In past elections, AMA identified cases where certain audiovisual media service providers failed to maintain balanced airtime coverage of political parties; did not comply with the permitted volume of political advertising, or broadcast such advertisements outside the timeframes allowed by the Electoral Code; failed to adhere to the publishing polls criteria during the campaign period; did not submit recorded content to AMA upon request; or did not respect the electoral silence period, etc. When audiovisual media service providers use audiovisual content produced by electoral candidates in their broadcasts, in any case they must clearly identify the source of the footage with a visible on-screen label in the corner of the screen.

The expectation is that audiovisual media service providers broadcasting electoral campaign content will commit to reporting in a highly professional and ethical manner, in full compliance with the Code’s requirements and with due regard for the increased interest and attention of viewers toward the 11 May electoral process.

This is an exceptional help to the broadcast content viewers so they can be informed and educated in support of free and uninfluenced decision-making, fostering a calm and secure atmosphere, and ultimately concluding the 11 May 2025 process through elections that meet democratic standards.
