Statement of the Audiovisual Media Authority

The tragic incident that shook Tirana on Monday, 18.11.2024, resulting in the death of a 14-year-old, continues to be a priority concern for all audiovisual media, and they are dedicating significant attention, resources, and airtime both to uncovering unknown aspects of the event’s dynamics and to investigating the factors that led the group of adolescents to violence.

The heightened societal sensitivity toward the event serves as a sufficient motive for media professionals in general, and audiovisual media in particular, to remain actively engaged. They provide continuous coverage throughout the day on all screens, aiding in clarifying the circumstances of the event alongside the investigations conducted by law enforcement authorities.

In a situation where the event has become the focal point of every parent and family, the daily professional conduct of the media must not overlook the impact that the continuous presence of filming crews near the “Fan Noli” elementary/middle school has on the children and their parents.

Today, the Audiovisual Media Authority has been approached by a significant number of parents seeking assistance, feeling powerless to protect their children from the pressure caused by the media’s presence and efforts to interview them. This pressure adds on the children’s already fragile psychological state, further burdened by the trauma they are experiencing.

In these circumstances, the Authority addresses you to remind you of the obligations arising from Law 97/2013, “On Audiovisual Media in the Republic of Albania,” as amended, the Broadcasting Code (the articles cited below), and other applicable legal acts, in the name of the BEST INTEREST OF THE CHILD.

Dear colleagues!

Avoid reports that identify a child involved in a serious incident!

Ensure the consent of the parent or guardian before interviewing a child under the age of 14!

Respect the child’s and their legal representative right to refuse an interview!

Do not interview the child against their will!

Avoid questions or comments that harm the child or bring back memories of the traumatic event!

Do not exploit the incident from a sensationalist perspective, disregarding the suffering, pain, feelings, and dignity of those affected!

The Audiovisual Media Authority will continue to monitor the situation closely, reviewing any cases of non-compliance with legal requirements, addressing them to the respective editorial offices, and responding in accordance with the applicable legislation.

The Authority’s expectation is for the event to be reflected both professionally and ethically, respecting the grief, emotions, and dignity of those affected.
