The Audiovisual Media Authority Chairwoman, Ms. Armela Krasniqi, presented to Parliament the measures undertaken by the Authority to implement the four key recommendations set out in the Resolution on AMA’s Annual Report. She highlighted the progress made in strengthening the legal framework, enhancing monitoring capacities, protecting children and ensuring the audiovisual media services accessibility.
Regarding the institutional advertising transparency, AMA reported that it continues to conduct monthly monitoring of its share on national televisions. During the reporting year, institutional advertising accounted for 2.31% of the total advertising volume on Top Channel, 1.09% on TV Klan, 2.92% on Vizion Plus and 13.86% on RTSH 1. In addition to its monitoring activities, the Authority contributed to the process of aligning Albanian legislation with European standards, whereas a draft regulation regarding transparency of public funding for state advertising is currently undergoing public consultation.
With regard to strengthening monitoring capacities, AMA highlighted the development of training programmes involving national and international experts, as well as the organization of a dedicated programme in July, in cooperation with the Council of Europe, focusing on monitoring hate speech, discrimination, information disorder and electoral processes.
Regarding the protection of children and compliance with ethical broadcasting standards, a total of 432 complaints were reviewed during the reporting year. The Council of Complaints issued 30 “Attention Drawn” and imposed 3 financial sanctions. At the same time, AMA expanded its national media literacy programme across pre-university educational institutions and carried out public awareness campaigns in cooperation with the OSCE Presence in Albania.
In implementing the recommendation to enhance accessibility for persons with disabilities, AMA monitored 204 audiovisual media service providers. The findings showed that 49 providers did not have an active website, 155 maintained functional websites and 94 had introduced specific updates to improve accessibility. The Authority also took measures to enhance accessibility on AMA’s official website by introducing advanced accessibility features for users with disabilities.
In concluding the reporting, it was emphasized that the implementation of Parliament’s recommendations remains an ongoing process, with a continued focus on strengthening transparency, aligning with European standards, enhancing monitoring capacities, protecting children and ensuring a more inclusive media environment.
