AMA organizes a consultative meeting on the presentation of draft regulation “On advertising and commercial communications”

The Audiovisual Media Authority, AMA, organized in its premises a consultative meeting on the regulation “On audio and/or audiovisual communications of a commercial nature, the format, conditions and time allowed for advertisement broadcasting”.

The main purpose of the meeting was the concrete engagement of all interest groups at a time when the draft regulation was just undergoing on public consultation.

The Chairman of Audiovisual Media Authority, Mr. Gentian Sala, during discussions with SMP representatives said that despite the 30-days deadline for submitting proposals and suggestions, AMA remains open for reviewing possible suggestions of SMPs to improve the text of the draft regulation. “It is very important,” he said, “to make the proposals more concrete and structured, so in the end, we will have a qualitative product in order to have a greater positive impact on the public.”

Also, Mr. Sala assured that the Audiovisual Media Authority will have maximum commitment to address the raised concerns during the finalization of the regulation’s draft, by being in line with legal framework.

At the meeting attended representatives from SMP’s and stakeholders who have a crucial role in the performance and coordination of forces to regulate the advertising market.

AMA remains attentive to attract as many suggestions, remarks and opinions on this sub-legal act before it is adopted, given that the space of advertising and commercial communications has been and remains one of its main focus to promote audio and audiovisual subjects on the respect of the legal framework in force, in order to have a better information and orientation of the public.

Stakeholders invited to the meeting as the Competition Authority; Consumer Protection Commission; Supervisory Authority of the Games of Chance; National Food Agency; Public Health Institution; etc; praised the activity and stressed the importance of this regulation in protecting the consumer and the particular marginalized groups.

This consultative meeting served to present better the concerns of all those stakeholders that are part of the adoption of this regulation. The overall proactive attitude of all participating actors goes to the well-functioning of the regulations approval process of the Authority.

AMA embraces green policies: “Energy Efficiency and Adoption of an Action Plan for its Improvement” – Training for AMA employees

On 15 and 20 November 2017, the Audiovisual Media Authority, in order to economize energy and conservation of natural resources, in cooperation with Creative Business Solution (CBS), an organization that provides consultation on the best expertise in this field, organized an innovative environmental awareness training for AMA employees.

This training, prepared by CBS expert, Mrs. Kristina Glasser, was due to taking occasion by the AMA staff relocation to a new building, and it was customized for the needs of AMA and designed to provide staff from all levels of the organization with an overview of the environmental aspects associated with their day-to-day activities as well as with useful information about their responsibilities in terms of sustainability, paper, energy and waste management.

By the end of the course, the participants gained an understanding of how their work impacts the environment and the practical steps to minimize those impacts through a bundle of “green practices”.

Taking into account AMA’s social responsibility as a state institution and moreover as the Regulator Authority of the Audiovisual Medias, AMA is one of the pioneer institutions, who has committed to promote further efforts to become more environmental friendly and to support environmental practices.

Audiovisual broadcasting expanded in Albania and Kosovo

On Tuesday, October 3, 2017, at the AMA premises in Tirana, a working meeting was held between regulatory directors from Albania and Kosovo.

AMA chairman, Gentian Sala and his counterpart from the Independent Media Commission, IMC, Adnan Merovci, and delegations of the two institutions discussed the aspects of the expansion of the audiovisual market of the two countries.

On the inclusion of Albania’s TV channels on the platforms operating in the territory of the Republic of Kosovo, and vice versa for the Kosovo TV channels in the stream of broadcastings in the territory of Albania.

The meeting addressed the sensitivity of the Albanian audience for audiovisual broadcasts, as well as the respect of broadcast rights.

The two regulatory authorities will intensify their co-operation in pursuing best practices and experiences in streamlining broadcasting between the two countries based on the best Western audio-visual standards.

Broadcasting Code of Audiovisual Medias on Public Consultation

In the framework of the Broadcasting Code Review, AMA, on Thursday, September 21, held a second consultative meeting with public institutions, non-governmental organizations and international organizations dealing with human rights. The Broadcasting Code is one of the main sub-legal acts that regulates the activity of audio and audiovisual operators in broadcasting programs.

Following concrete proposals and suggestions sent to AMA over the last two months by partners and associates of various directorates, and after preparing the new draft on the existing text, this second meeting was a good opportunity for exchanging sugestion and opinions based on what is provided in the law, further pushing the work, to significantly improve one of the core documents of the regulatory framework of the audio and audiovisual market in Albania.

At this meeting it was emphasized that this new draft of Broadcasting Code of Audiovisual Medias, which has reflected proposals inside and outside AMA, with a greater focus on the protection of minor’s rights and personal data protection, will be displayed for a period of 30 days, on public consultation. The purpose of this form of organization is to comprehensively involve in this process suggestions / opinions and proposals on the current text of the Broadcasting Code by partners, SMPs and subjects or individuals interested, in order to proceed after with its approval.

AMA Chairman, Mr. Gentian Sala, considering the Broadcasting Code as one of the main sub-legal acts in the audiovisual activity, expressed the willingness of the Authority to maximally evaluate in this consultation process any suggestions or suggestions that would come from the partners , the group of interest or the general public

Specialists and experts from the Program Directorate, the Legal Directorate and the Council of Complaints from Audiovisual Media Authority (AMA) attended the meeting. Active in their discussions were also representatives from the Commissioner for the Right to Information and Personal Data protection, the Children’s Human Rights Centre of Albania (CRCA), the State Agency for the Protection of Children’s Rights, Observatory for Children’s Rights, Albanian Women Empowerment Network, as well as the Order of the Physician. Also present were representatives of the OSCE and the Council of Europe who advocated that the Code be revised by a foreign expertise to be closer to European standards.

All participants, after welcoming and evaluating the necessity for meeting these meetings, saw the roundtable as a good opportunity for continued work and promised to give their contribution to the areas they cover in order to successfully finalize this initiative.

AMA publish the new book “The news in the media”

On Wednesday, at the premises of the Audiovisual Media Authority, a ceremony was held to promote the new book “The news in the media”. This valuable book in the field of journalism and communication comes from well-known authors in the field of journalism and media research, Prof. Dr. Hamit Boriçi and Dr. Sami Nezaj.

In his speech on this occasion, AMA’s Chairman, Mr. Gentian Sala, praised the newest media book, and invited young people to engage in serious studies in the field of audiovisual media. Mr. Sala stressed that AMA has encouraged scientific research in the media and will continue to do so in view of increasing the quality of the content of audiovisual broadcasts and the media in general.

Mr. Remzi Lani, Director of the Albanian Media Institute, in his speech emphasized the importance of the book and the news in today’s times. “The news” should be accurate and impartial in order to fulfill the continuity of the role of journalism in a democratic society, he said.

Sami Nezaj, co-author of the book, in his speech on the “The news in the media” said that this book addresses an audience that is related to journalism products in Albania with a view to increasing the quality of broadcasting and publishing news. The book came as a necessary necessity to draw on the methods and experiences of Western journalism with the Albanian terrain.

At the meeting were invited lecturers from the Department of Journalism and Communication at the University of Tirana and private universities, journalists, students, representatives of civil society and media organizations.

The publication of this book was supported by the Audiovisual Media Authority and it can be used by students, journalists, and media scholars. The book, which is in the form of an internship, aims to make a modest contribution to increasing the capacity of Albanian journalism to report impartially but in the meantime totally free.

AMA holds a consultative meeting with partners to improve the Broadcasting Code

On May 15, AMA, the Audiovisual Media Authority, held a consultative meeting with non-governmental institutions and associations, in the framework of the improvement of Broadcasting Code, as one of the main documents that regulates the activity of audio and audiovisual operators in broadcasting programs. After discussions within the institution for about two months, the meeting was an informative and sensitizing event for the partners for wider involvement in this process with thoughts and suggestions on the current text of the Code, which was adopted in January 2014.

Now, after more than three years, AMA has highlighted the need for interventions in this document, dictated by the rapid development of the audiovisual media industry, trends in how products are delivered, and how information and entertainment are issued by licensed operators in the market.

In addition to the specialists and experts from the Programs Directory, Legal Directory and Council of Complains, there were also representatives from the Commissioner for the Right to Information and Protection of Personal Data, the Albanian Agency for the Protection of Children’s Rights, the Agency for the Children’s Rights, the Blind People National Association, the Journalism and Communication Department at the Higher School – BEDER, the Order of the Physician and the Order of the Pharmacist.

The participants in their discussions welcomed and praised AMA’s initiative in favor of drafting a more quality text of the Broadcasting Code, as promising to make a concrete contribution at this important stage of the process.

Chairman of the Audiovisual Media Authority, Mr. Gentian Sala held on Tuesday, 11.10.2016, held a working meeting with Mr. Donald E. Townsend, from Foreign Commercial Service of the US/ Patents and Trademarks Office of US. The main focus was the situation in Albanian audiovisual market regarding AAMSP’s for the respect of intellectual property rights in broadcasting.

As it was noted also at the beginning of the meeting, currently by some of the country ‘s main AAMP’s is ascertained that there is stealth and abuses of the emitted contents, by violating intellectual property rights of their holders. Participants discussed the serious situation of violation of the laws for protection of intellectual property and expressed the necessity of implementation of the legal framework in force.

AMA’s Chairman during the meeting expressed that AMA has inherited a number of problems carried on for years, including basic aspects of AAMSP’s activity, such as non payment for a long time of the financial obligations, non respect of the frequency spectrum and the cable operators piracy, for which it is evident that in about 1 year and a half there is improved performance from operators based in legislation and indicators. It is time to commit on normalising the situation of the carried issue of respecting the intellectual property rights.

Mr. Sala and Mr. Townsend discussed possible ways of cooperation for the achievement of the standards for the respect of the intellectual property, which constitutes one of the conditions of our country European integration process.

AMA held informative consultation with operators of Tirana allotment

Audiovisual of Media Authority in the framework of the information campaign on the process of digitalization, on Tuesday, 19th of July 2016 held a consultative meeting with all the service media providers operating in the districts of Tirana and Durres. As ART previously informed, the process of digitalization begins at the beginning of October for this allotment.

At the meeting, the Chairman of AMA, Mr. Gentian Sala, Director of Cabinet of AMA, Mr. Dritan Xhelili and Technical Director of ART, Mr. Ermir AGACI informed more specifically the operators about what will happen after October 1, when digital broadcastings are expected to begin.

Chairman of AMA, Mr. Sala said that the authority will monitor strictly the contract to be concluded between ART and operators and disputes between them in each case.

The tariff that the operators should pay in order to rely on ART digital network, in Tirana-Durres allotment, during the first year will be 2146 Euro and the following years this tariff will be calculated based on actual data network maintenance. Private local operators Tirana-Durres allotment that will choose to rely on the ART digital network will be able to broadcast their programs in 9 broadcasting points installed in these regions.

The participants were informed during the meeting for various legal, technical, programmatic and financial matters, in the framework of the transition process to digital broadcasting and for their support to digital network that ART is building.

From the other side the operators raised their concerns about coverage areas, financial obligations, the type of decoders and the way it is supposed to distribute them to the families in need and other technical inconsistencies.

In order for the switchover from analogue to digital to happen as simple as possible and the process to be understandable and accessible to operators and viewers, AMA has planned to hold other meetings with all the other operators who offer services in the territory of the Republic of Albania.
